    October 5th marked 53 straight days with a daily positivity rate below 10% and 12 straight days below 5%. October 5th was the first day of in-person instruction for students in Miami-Dade County Public Schools. Broward County Public Schools is set to begin a phased start on Friday. Yesterday, Miami-Dade amended its mask order, allowing—among other things—those engaging in strenuous outdoor activity or organized sports to remove masks, so long as social distancing requirements can be met.

    On September 25th Governor DeSantis issued Executive Order 20-244, which moves the state into Phase 3 and lifts all remaining state-level restrictions on businesses as a result of the coronavirus pandemic. Additionally, the order prevents cities and counties from closing businesses or collecting fines from pandemic-related mandates, such as mask requirements. Also of note, the Office of Economic and Demographic Research (EDR) released its August revenue report today, which shows the state collected $177 million above the most recent projections. Overall, general revenue collections are still down 4.6% from this time last year, but collections are trending in a positive direction.

    In a roundtable discussion at a Green Bench Brewing Company in St. Pete, Governor DeSantis emphasized his desire to safely reopen bars and breweries, but no word yet on when that will be. Coming into the Labor Day Weekend, the Governor is confident that the state is in “good shape” and does not expect to see a significant increase in cases.

    On September 2, 2020, Representative Dane Eagle was appointed as the new Executive Director of the Department of Economic Opportunity (DEO), following Ken Lawson’s resignation on Monday. Governor DeSantis, along with Visit Florida CEO Dana Young, announced a new marketing campaigned aimed at encouraging in-state travel by Florida residents.

    Data from the Department of Health shows Florida reported the lowest number of new cases this morning since June 14. Governor DeSantis held an education roundtable in Tallahassee with Stanford doctor and White House advisor, Scott Atlas, as the remainder of Florida districts started back to school today. All districts are currently offering in-person instruction as an option, with the exception of Palm Beach, Broward, and South Florida. On Friday, the 1st District Court of Appeals imposed a stay on the Circuit Court’s previous ruling regarding the teachers union lawsuit on reopening schools, meaning the emergency order remains in effect as schools reopen. Also Friday, Governor DeSantis issued an executive order suspending license and permit renewals for the manufacture, sale, and distribution of alcohol through December 31st.

    Executive Order 20-211 (below) provides a limited, one-month extension to Executive Order 20-180, which made significant changes to prior versions of the mortgage foreclosure and eviction relief orders.

    Positivity rates for the state are below 10% for new cases for the 8th straight day, and more recently have fallen below 10% in South Florida. Governor DeSantis says he’s talking with leaders in Miami, Broward, and Palm Beach about how and when to begin to ease restrictions and join the rest of the state in Phase 2 of reopening.
